Necessary Procedures at the Government Office

Notification of Address

Foreign residents who will stay in Japan for over three months need to go through procedures such as “resident registration” at the government office where you live (municipal office, town hall, village hall). Any changes have to be notified to the government office. In case of any questions or problems in life, consult with the government office.

When you decide on a new address in Japan

You need to file a moving-in notification with your municipal office within 14 days after moving into your new home.

When you move

When you move, please submit documents to the government office. If you have your “My Number Card,” please bring it with you.

Those who move to another municipality

Before moving, please submit a “moving-out notification” to the municipal office where you lived.
After moving, please submit a “moving-in notification” to the municipal office where you reside within 14 days.

Those who change address inside the same municipality

After moving, please submit a “change of address notification” to the municipal office where you reside within 14 days.

Those who leave Japan

Please submit a “moving-out notification” to the municipal office where you lived before moving.

About “My Number” System

”My Number” system

All residents in Japan receive one unique number (Individual Number). The “notification of My Number” is delivered by mail to those who submitted a “moving-in notification” to the government office after they moved into their new home. Your “My Number” is written down on the notification.

When Do You Need My Number?

  • When you transfer money to a bank or receive remittances from abroad, as well as when you open an account at a bank or securities company.
  • When you submit social insurance and tax documents at the government office
  • When you start working at a company or shop, etc.

My Number Card

My Number Card is an IC chip card that shows your Individual Number. You can receive your My Number Card by submitting an application. When you apply for it for the first time, you do not need to pay for the application.
Please follow the instructions written down on the “notification of My Number” and make an application for “Individual Number Card (=My Number Card)”. You will receive your My Number Card in about one month.

Public Medical Insurance

All registered residents in Japan, regardless of nationality, must enroll in public medical insurance. When you go to the hospital, you can receive medical services at a low cost.
Medical insurance will cover the rest of the money.

There are three types of medical insurance, and you must enroll in one of them.

Health Insurance

  • Those who work at a company and their family members in Japan are eligible to enroll in health insurance. Please check with your company about if you and your family can enroll in the health insurance.
  • Companies will take the necessary procedures for enrolling in health insurance.
  • The amount of insurance premium depends on the insured’s income. Health insurance premium is paid monthly. The company will cover half of it.
Out-of-pocket costs at hospital
  • Preschool children under six years old 20%
  • Those who are younger than 70 years old 30%
  • Those aged 70 to 74 years old 20% (30% for those who have a high income)

National Health Insurance

  • Those who are not eligible for companies’ Health Insurance will enroll in National Health Insurance. You can apply for National Health Insurance at the municipal office in your area.
  • The amount of insurance premium depends on the insured’s income and the number of people in the household.
  • If you have a special reason and are asking to reduce your insurance premium, please consult with the government office.

  • Those aged 70 to 74 years old 20% (30% for those who have high income)

Latter-stage elderly healthcare system

  • Those who are 75 years old or older join the Latter-Stage Elderly Healthcare System. You can make an application at the municipal office in your area. You have to withdraw from any other insurance programs that you are enrolled in.
  • The amount of insurance premium depends on the insured’s income.
Out-of-pocket costs at hospital
  • 10% (30% for those who have high income)

Public Pension

All registered residents in Japan, regardless of nationality, must enroll in the public pension system. Those who pay their contributions will receive their pensions when they get older or become physically disabled due to illness or injury.
When a person insured dies, the family may retrieve the contributions.

There are two types of public pensions in Japan: the National Pension and the Employees’ Pension Insurance system.

National Pension

  • Everyone between the ages of 20 and 59 must enroll in the Japanese National Pension system.
  • You can make an application to enroll at the municipal office in your area.
  • If you work at a company, the application to enroll will be taken care of by the company which employs you.

Employees’ Pension Insurance system

  • In addition to National Pension, employees who work at a covered place must enroll in the Employees’ Pension Insurance system.
  • Those who work at a company or a factory for more than a certain amount of time and who are under 70 years old are to enroll. Necessary procedures are taken care of by insureds’ companies.

When you enroll in the public pension system, you will receive your Pension Handbook.
