Bicycle Rules Change (Starting April 1, 2026)

Starting April 1, 2026, cyclists aged 16 and over who fail to follow traffic rules will be subject to a traffic violation (blue ticket).
Violations and Fines that Result in a Blue Ticket
- Failing to Obey a Traffic Light: 6,000 yen
- Failing to Stop: 5,000 yen
- Riding on the Right Side: 6,000 yen
- Using a Cell Phone: 12,000 yen
- Entering a Railroad Crossing When Not Allowed: 7,000 yen
- Riding a Bicycle with Broken Brakes: 5,000 yen
Serious violations or traffic accidents will result in criminal proceedings (a red ticket).
(Examples)
- Driving while intoxicated due to excessive drinking.
- Obstructing other vehicles.
- Using a cell phone, etc.
